Cell has also tanked attacks that didn't pierce his skin because they were too weak. Hell, Vegeta even kicked his neck, and unlike when Videl kicked Spopovich's, it didn't even scratch him.

Spopovich is stronger than Videl, but not to the point he tanks her attacks like they do nothing, he has bled and got a broken neck from them, so the difference isn't that big and he won by attrition.
