S3 can be good but wants specifically ops like Ambushers and FRD to be easier to use. Strong but conditional. S2 is the easy to use decently powerful heal/Arts damage mix, S1 is just a strong healer that heals unhealables and can stack a lot of DEF on allies, makes ranged allies pretty tanky and very strong on unit clumps. Thorns2 prio is S2 => S1 > S3 imo.
