That's definitely the same make that the Russian military use both as decoys and as suicide drones with warheads. The only way a hobbyist could get a hold of it would be that someone from the Army pawned it off to them. Which is entirely possible but I wouldn't rule out that Russians are pushing the boundaries of what they can get away with as usual.
