Just different terms to describe what is essentially the same thing. The ruling class isn't a single individual, so in order to come to consensus they have to have their own organized meetings, which they do at things like the WEF which the lower classes aren't allowed into. That's where the real decisions are made. Who you vote for doesn't get to decide anything. They're just the figurehead who sees that it gets carried out.
