Meme. It's limited to humanoid, eats concentration, has an end of turn save, and only targets one enemy without the upcast. Command is more versatile, not to mention its more intuitive to focus fire on what isn't crowd controlled. Single target save or suck is generally not worth the risk, unless it's a charisma or intelligence save like Banishment and Psychic Lance, or an attack roll like Ray of Enfeeblement. I prefer banking on area effects like Slow, Web, Binding Ice, or consistent damage like Spirit Guardians or a summon. And then nova tends to beat out sustained DPR, like Fireball or smites, because it shuts down enemies early. TL;DR there are better options.

Mediocre. Don’t let that stop you from playing what you want. Ideally you'd want Extra Attack if you're going for this strategy. Paladin 5-7 / Sorcerer+ can pull crazy turns. Just keep in mind it's rarely the best tactical decision.
