I can't guarantee it with 100% confidence, but the chances were good enough.
She was the centerpiece in all the Japanese promotional material for Chronicles, and the Nocturnus even managed to get a dream stage in Winter Games.
So, it seems that SoJ (or at least Iizuka) liked her enough.
That said, the same thing happened to Sticks, but ultimately she never made it into the main games and is now barely surviving as Sonic Channel content... For all we know, Shade could have ended up the same, though in the end, she fared even worse.
