They're kind of a distillation of the average zombie-prepper, apocalypse-prepper or average neo-nazi gathering attendant where most of the people in it want to beat the hell out of people and ride around in body-armor and not get in trouble for it. The kind of dipshit that keeps trying to make "fashwave" a thing on Twitter. The game itself does tell you it's a cult of personality led by Caesar and his death will invariably result in the whole Legion falling apart because nobody is able or willing to fill that power vacuum. Most of the goons are there to feel like they're part of something greater (mostly by being vaguely sanctioned thugs) while larping as Romans.
