So back when the Sisters were all-metal, the Heavy Weapon packs were two random guns. Multimeltas sucked ASS in 3e and weren't much better in 4th. So the packs with MMs in the blister tended to just get left on shelves long after everyone had snapped up all the flamers and bolters, often got discounted, and I wound up horse-trading a couple bolter sisters or a quick converted Sister Superior for multimeltas multiple times. Moreover, the MM Sister was the only Heavy with a sallet, and one of the small handful of helmeted Sisters in metal. Since I used the helmets to designate Celestians, and the heavy weapon sisters were the easiest to convert to more Superiors, it was easier and cheaper to chop the MM sisters than sculpt gloves onto the Scouts and use a weapon that looked a lot wronger with the other guns. Make sense?
