Ragna's enemy are the bloodlines who are led by the Dragon God to commit genocides upon the human population. The dragon-esque humans unconnected to the bloodlines and thus to DG haven't shown any signs of sharing the bloodline dragons' malicious intent. I heavily doubt Ragna cares about them
