I think they're all good, except for Super Butoden 1 (which, still has 100% soulful presentation and I'm sure was very great to play it back in 1993, being the first DBZ fighting game, but it quickly became obsolete gameplay-wise by its sequel, which makes it hard to go back to.
Butoden 2 improved the gameplay in every way and it's probably the logical answer to your question OP, it remains the most beloved retro DBZ game and for a good reason, it has fun gameplay, and a memorable story mode with a sort of adventure game presentation that's rare in fighting games.
Personally, I like Butoden 3 better just because it improved the gameplay in a few things but obviously, Butoden 3 is a very barebones game, it only has VS mode. But yeah, for VS play, I think it's the best retro DBZ fighter, but 2 is very very close.
Hyper Dimension is also great, and although not as popular in the west, the Super Gokuuden are must play for any DBZ fan. Really fun with all the different scenarios.
And the classic, Super Saiyajin Densetsu, which is more like a remake of the first 2 Famicom RPGs. This game was the first ever ROM translation I remember downloading, back in the year 2000.
