My suspicion of why he hasn't come back is the same reason we didn't get Bonney until after the Nika reveal. Both Bonney and Urouge are believers in Nika and if we learned they were looking for him it'd give away the plot twist of it being Luffy.

There's no way a smiling monk isn't a Nika follower.
