I mean I assume you wouldn't consider a toddler evil just misguided. Such a definition doesn't account for everyone's needs. Then we are surprised when those people turn into criminals and whatever as if it is a magical process. If it is it's because society makes it so by expecting contradicting principles to come together for the goal of a society. That is magical thinking if I ever heard it. In reality even that child as soon as they are able to identify right and wrong for themselves should have their values respected, not always followed just respected. If it is not possible you advocate for something definitionally not functional.
