It is a punishment, in a way, as God does not allow them on the Temple Mount as they do not submit to His prophets.

If they submitted to the Prophet Muhammad (PBUH) they would have domain of the Temple Mount as Muslims do.

God gave the Temple Mount to Muslims and it is under the domain of the leaders of Islam.
