The dracothion stormcast lizards are pretty un-seraphon like and I think they would look out of place next to normal lizards (at least the image/description presented). I think they would fit better under stormcast, though honestly still seems kind of whack. Maybe warcry would be the best place for such a concept. I do agree on seraphon being kind of an odd name, I guess it fit better when they were full on constellation order demons.

Why is it that incan is such an unknown aesthetic compared to the more well-known pseudo-mesoamerican one. Is it just proximity to the us and therefore more cultural influence ?

It would make an amazing story if it was some sort of cage match without central america in the way. I'm actually writing a fantasy story in a setting that's kind of like that.
As for who'd win I think the Inca have a heavy advantage in numbers, metallurgy, and combined arms / 'big battle' tactics. That said the warrior aristocracy of the Aztecs produced much better fighters than most of the Inca Army could muster, even if they weren't especially used to fighting competent maneuver-based armies like the Inca. Another thing in the Inca's favor is their wide array of tribal Auxiliaries, which afforded them a diverse toolbox of different types of soldiers to apply to different situations. It's the classic "good warrior culture vs good army culture" and the well-organized bugmen army usually wins out in those confrontations.
The Inca would probably suffer atrocious losses though due to inferior armor and how fucking brutal obsidian melee weapons can be.
