She's evil, I just think people over-sell the whole "manipulation" aspect of it because they wish to see her as the Makima of P2. That's not really been Fujimoto's intention, as far as I see it. Her greatest manipulations have been against herself, to make herself think that she hasn't fallen for the guy she's supposed to take revenge upon.
She's really more like the opposite of Makima who lacks self-control and is hilariously inept and incompetent at communicating with others except through threats and posturing.
Makima represents what they call "soft power", a more subtle and sophisticated method of exerting control over others, while Yoru displays the brutish means of exerting control by force and intimidation.

I never said she's any good but I think the last facade of her being this evil master-mind pretty much got exposed last chapter. The Japanese raw makes it clear that she already knew in her mind that she wasn't able to weaponize Denji. So it's all been a bunch of bluffs, threats and cope on her part.
