I have seen similar imagery of Anzu/Imdugud. The Lion head indicates that the snake (or bird) can roar (like thunder), not that the snake (or bird) is a lion. That is, the Thunder-bird. For example, the Nemean Lion *was* Zeus. (Nemea was home to a temple of Zeus) The original version of the story had Herakles murdering Lion-Zeus, (just as how he murdered King Busiris of Egypt).
