My reasoning is a bit different but still similar in other point to yours. I think that they decided to create a Gen 6 game over a Gen 5 game because megas are way easier to market since they're a relatively small group of Pokémon with high popularity on average and are tied to a battle mechanic that has been absent from core games and TCG for a while. Creating a new Gen 5 game would be more of the same, as in there would still be the same Pokémon that already regularly appears in games and no unique feature to put hard focus on (not to say there isn't any unique feature in Gen 5 games, things like Wonder Launcher and Entralink exist but they're not popular enough to market and aren't tied to any Pokémon species that can't exist without it). I think Gamefreak already knows that Megas are a hot topic and this is why they decided to market them so hard for their first Switch 2 title. I also want to believe they're going to stick with them for games moving forward or maybe at least Gen 10.
