1. The JCPOA worked because of its dual strategy: surveillance + incentives
Iran refrained from enriching uranium not simply because it was illegal, but because of three key mechanisms:

All he has done since taking office is to actively help China by making other countries' tariffs similar to those of China, thereby making Chinese products more competitive.
