It can be difficult to hit him with lightning spear because of the way his torso moves, there's a certain alignment and rhythm to where you can slam him with charged lightning spears consistently, but it does get harder depending on how the person he is targeting is moving
if you're during uncharged lightning spears I think it's best to just hug him mostly, because the shorter animation seems to have a habit of going off as he jerks his body, but when he does like the triple dustwave you can weave uncharged spears between it if you're close to him and there's several other openings if you're comfortable dodging him
