Some horses do but not completely of the scale. Like they can handle themselves on crowds, know when people are coming to pet them, and when CHILDREN are coming to pet them. They might not understand being winners (or losers) but they understand when people are happy or angry.
Overall they're happy just being fed and safe with possibly open space. If they were work horses, like some race and draft horses were, you might have to wind down what they use to do so they suddenly get super depressed not doing what they use to do all the time. Luckily most race horses don't see what they do as something they NEED to do so are pretty okay with living a lazy life outside of needing to blow off the zooms once in awhile.
