Hmmm, photorealism is style, I'm not talking about that. But PBR is a rendering method that enables using a bunch of maps.
If you don't use those maps you don't need PBR. Thus I don't understand what you mean there.
It doesn't matter how your normal or roughness map are produced, if you use them at all it's a PBR renderer at play, otherwise you can't even use them.
In terms of Blender PBR is basically using Principal BSDF anywhere. If your scene has at least one material that uses Principal BSDF it means you're using PBR.
If your style is not photorealism but requires using Principal BSDF node (or equivalent in other 3d software or game engine), it's a stylized PBR style.
