Yes, that is most likely it. Their villains are too valuable to let go. They even brought Joker back from the dead after his first ever appearance in 1940 since they realized what they had on their hands. Considering how convoluted everything has become I wish they decided to stop keeping count of what is and isnt in continuity, the whole thing became a soap opera many years ago. They had a chance after Morrison's run to break free but they botched things with the Nu52 and then comicgate a few years later just killed everything.
Comics are dead, Western animation is dead and I wish superhero flicks follow suit.
