Basically it means if you do not own "x" character, you have no basic rights. Your account is bricked.

Let me put it this way. I am a whale who has been playing this game since launch.
I made a lot of foolish decisions during the first year of the game, and to this day, I still do not own a single copy of Kitasan Black's Speed card.
That first year of the game was extremely painful for me, until Cygames finally released more speed cards that could match Kitasan Black in terms of deck power.

In today's JP meta Kitasan Black Speed isn't relevant anymore, but is still considered a very good beginner card to grab, as she is now available for exchange using tickets.
That's how strong she is.
