Some nepotism hire must have been in charge of the city's energy planning because all the power shut off when Mokou broke the breaker. Emergency on-site generators should start up soon for the facilities that have them but I expect most buildings will be out of power for a while.
Do not question the location of the palace and its connection to the Lunar Capital power grid. The power systems are connected and I don't give a hoot if the Lunar Capital is doing it by stealing Heaven's wi-fi or whatever.
