Luv me Modern Horizons (for casual, draft, and commander, RIP Modern) but the obvious cost of more MH-level sets is format destroying power creep. Bear in mind MH sets are all draftable, it's just the gradient for "chaff" compared to a normal set is different. If every set was MH level, it would just establish a new "high and low", some of those sets being lower and some higher. Power gradient will always exist.
