more players doesnt necceserally mean more complexity, theres a point where things just degenerate into spam battles.
A prime example is the 50v50 shounic servers, but in 9v9 highlander theres already less impact of each individual classes, specially things like scout, soldier, or even medic's uber, while the importance of demomen' and sniper gets completelly amplified and it often comes down to "who has the best demoman/sniper" when everything else is roughly equal.
Theres not so much "complexity" in just knowing you have to kill the enemy sniper or demoman in order to be able to do shit, just like in 6v6 you can walk through chokes easily if you have just killed a demoman, or you can be sure of having uber adv if you just killed the medic

A medic uber just can't achieve much in a 9v9, whereas in a 6v6 its so powerful its the main thing players are constantly thinking about. The impact of each individual player gets extremelly diminished in 9v9 too, other than those 2 classes i mentioned, demoman and sniper
