I don't believe Roxanne is 14 either. At some point this franchise gets so old that new (or newly leaked) lore just piles higher and higher to the point it all starts contradicting itself, and at some point you have to just start ignoring some things to maintain your sanity. Like while I haven't played them, I don't think the latest Kanto games still say that Arcanine can jump over the Great Wall of China or that Lt. Surge is the "Lightning American" or shit like that.
