"Good enough" mentality combined with French laziness. Almost every person can write a whole list of all stuff that's wrong with army general, like you just did, but they simply don't care. They have no desire to improve because, again, they're lazy and it doesn't bring them money. Sure, they make additional campaigns for their DLCs but it boils to drawing a few dialogue lines and using already existing templates.
However:
>enemy artillery constant targeting unrevealed units it can't see because it just has mapwide targeting
AI supposedly doesn't cheat so maybe there was a scout unit that you didn't see.
>also they get planes that constantly spam blind air strikes in unspotted units and the only AA I get are 5 fucking stingers
That's how Army General works, you fight with what you have, it isn't really a bad thing. I don't know which campaign you were playing but you often have your own air units and you can use them in battles if you assign them.
