yeah you can go to a different city's one for free, and you can infinitely switch, but for a 30k gil fee after that (+ a cooldown) and you have to start from the baby ranks again. but if you choose to switch back, you go back to the rank you had when you left.

you go to a guy in mor dhona and he turns that into the gear you got from your level 50 job quest...which you can give to your grand company for seals.

pretty weird system; half of ARR is pretty weird.
