Spider-Man can notoriously represent everyone. Place him in any country and you'll still have the relatable tale of the human condition. Superman is just flat out unrelatable, born from another planet with existing godlike powers isn't as relatable as a down on his luck guy who although has godlike powers, has to worry about keeping his loved ones alive and struggling with issues of love, tragedy, doubt, etc.
