You need Garbro and Translator++, which are both free. Translator++ dev has some tutorials on his blog, but it's not much different from using Excel, so learning by doing should work fine.

(make sure you don't shuffle folder structure later on at some point, this might fuck over Translator++)

Google RPA is hidden behind a paywall/patreon iirc. It also has/had problems with shifting the translation a line or two for some reason. I used this for Omega since it was the best one available at that time imo. Translation quality might have somewhat deteriorated since then due to Google fuckery.
There's a bunch of online LLMs to choose from, but those are usually heavily censored and probably won't MTL gangrape lol
KoboldAI is free and local but requires a somewhat beefy machine. I used KoboldAI + lmg Anon's Gemma2 27B for the Dash inn (somewhat suboptimal) and KoboldAI + new Sugoi 32B model for Homura (probably the best available now maybe other than paid services imo) if this is the way you wanna go drop a line, I'll give you my LLM-MTL-Pipeline specifically made for Toriko-like games.
There's also the old Sugoi offline, but I wouldn't recommend since it's pretty bad in comparison

>export script.arc into folder using Garbro
>open 'LegacyGame_utf8.lua' using hex editor
>find hex value '32 13 12 00' right after 'g_fontSize2' and change to '32 13 0f 00'
>repack with garbro and replace in game folder
If you want to translate the NMS-Names that can be done in the same file, but is a real hassle due to lua syntax/pointers/whatever
