I don't remember who it was in the WP Complete Book but one guy insisted on having more ambitious monsters/chase scenes, while some other senior staff was concerned about these taking too much effort (maybe it was the producer, I'm not sure).
One thing that was different from HS is that for WP the pre-production time was way shorter, there was more urgency doing things.

There is some business extension element with Dancing Star, with Toei trying to reach the older oneesans, but it was simply a continuation of the message from Hugtto Precure.
This is very apparent with Dancing Star Precure Stage 2.

But to answer naively, why not have that? If and only if it's well done.
