Africa regressed after colonialism ended and they're fast approaching a Malthusian crisis. The average height is going down in many parts of Africa, and without foreign aid, they'd be starving.
As for the Germanics in Rome, back before the modern era there were good and bad sides to both tribal and settled farming ways of life. Tribals and nomads typically regarded themselves as superior to settled farmers, and well above sickly city dwellers. It's only really in the 1700s this started to change and the tribals and nomadic way of life began to disappear globally.
Agriculture wasn't hard to do, it's just it was worse for your health than a hunter gatherer lifestyle. There's a reason the average height shot right down after we started living on cereal crops.
