If you want my opinion as someone who's obsessed with Shadow (including shipping him), Shadria and Shadouge both have some amount of basis to them that shippers latch onto. There's a mindset that only one can happen, even if that's not really true since Maria died.
Neither is explicitly canon. In my *personal* opinion, Shadria comes closest because the love is mutual, but there's people who think Shadouge is closer to canon as well.
There's a debate on the type of love Shadow and Maria have, but they do feel love for one another, and the man who made both Shadow and Maria is a very heavy shipper who calls his own story (SA2) "The story of Shadria."

With Shadow Gens/Sonic 3/Jet Black Hedgehog/Dark Beginnings, it became clear to me that there are some romantic undertones to their relationship, even if they are simply just friends in canon while having a familial aspect to their dynamic as well. The role she played in his life is kind of nebulous and difficult to describe.
When it comes to Shadouge, it's clear Rouge is interested in Shadow. She finds him attractive and cares about his well-being, she regularly tricks him or persuades him into talking with other people and having a social life. I believe Rouge has caught romantic feelings for Shadow.
What Rouge is to Shadow is harder to define. Not only is Shadow private about his emotions, but there's the added obstacle of Shadow not being able to understand his own emotions as well. So even if you show his internal monologue, it's difficult to tell what's truly going on with him or whether he's interested.
He seems to try not to care about other people after Maria's death, even if that hasn't completely worked and he does indeed feel care deep down. I'd say, from the way he saves Rouge, he cares about her well-being too. While there's no indication he is romantically/sexually attracted to her, there's also no indication that he's not.
