There are a lot of reasons but the main root cause is pedo hysteria in the West. First, this causes artists to shy away from neoteny, which is needed to make women attractive. But this also causes a bigger problem. Learning to draw well takes a fuckton of effort, and the main reason to do that is if you have a kink that you can't achieve in reality. Japan has a bunch of unironic pedos drawing, probably the most common case especially if you count the hebephiles etc. In the west we are stuck relying on furries and weirdos with niche fetishes like us, so the talent pool is smaller.
