I mean, it's just a length of housing that was cut to that size (presumably) because it covered the bend in the cable as it joined the rear derailleur. all rear derailleurs have it unless they're the new wireless ones with a motor.
I wouldn't call it home-made, all housing gets sized to the bike, there's no standard lengths.
yours is bare metal coil but originally it was covered in colored plastic
