I use elmer's glueall, it's the only stuff they had at Michaels that ISN'T the kid-safe washable school glue.
I spread some unthinned glue around with old brush, and kinda dip the base in a tupperware of sand, carefully shaking the box underneath the mini to spread around. Wipe away any glue sand that got somewhere you don't want, and let it dry for an hour or 2. Go over again with thinned glue, this time let it dry overnight.
