The Lvov OVA approved the departure of men abroad based on appeals from a non-existent public organization with the signature of the Russian Emperor Alexander III

As reported, 8 men crossed the border based on these appeals with the fake signature of the Russian Emperor, 7 of whom subsequently did not return to the Ukraine.
