Implied to be equals by Stage VII of Ace Combat Zero's multiplayer, which has Razgriz and the Mobius Squad of Megalith as interchangeable/equivalent.

Implied to be rough equals/superior to Mobius One due to The Gauntlet.
Trigger and Monarch don't have easy reference points of comparison, the latter because they're from a different universe entirely, the former because Mihaly's career ended before any actual Ace Combat game takes place and Trigger's own career is mostly independent.
My personal take involves measuring them via categories, and then throwing most of them out because they're not particularly relevant.
A2A (regular) - Cipher (ENTIRE BELKAN AIRFORCE) > Trigger (Fought Yellow 13's teacher, who was backed up by Belkan Science) > Mobius (survived invincible Cutscene yellows, but by the time he actually started taking them down late war, they were suffering severe issues from being spread out too much and lacking proper maintenance. But also, Katina) > Monarch (Cold War + halving Peacekeepers at the end of that) > Blaze (mopped up Belkan leftovers, who may actually be frauds who lie about claiming Cipher's kills)
Anti-Superplane - Monarch (PW using railguns and burst explosions at the same time puts above X-02S and Morgan) > Cipher = Trigger > Mobius 1 (Biggest deal is blowing up the drone X-02s) > Blaze (never actually fights a superplane iirc)
A2G (regular) - Mobius (pic related- takes only one missile to destroy them.) > Cipher (Can choose to pick ground support mission variants, can choose not to. Merc Cipher shows great destructive potential, Knight Cipher precision and Soldier Cipher extreme autism to make sure that exactly half of the yellow targets died and the other half survived) > Blaze (excellent at ammo preservation, maybe did Four Horsemen and Reprisal) > Trigger (7's dronespam means lack of A2G missions, but good showing at Anchorhead Raid) > Monarch (has no real standout moments of groundpounding)
