It's based on a kryptonian dress from a JLU website, but in not sure if that's really well know enough to work. That said I looked around, and it seems like the dress Kala has does have a name; it's called a "high slit dress", so I'd guess combining that term with the with black catsuit might get you something close.

As for boob window, I'd say don't describe ithe shape since it's shaped like the superman logo (sort of like what Power Girl has), so trying to specify the shape might get you something janky.
