ETF2L now has a Fresh division for teams brand new to comp

>For now we’ll aim to have a Fresh tier available for teams that are mostly new to competitive TF2 within our regular seasons. In the mean time we’ll aim to get our publicity parts off the ground for our regular seasons to already try and bring a new influx of players in these.
