2 reasons:
1. That's where it is on the Tree of Life. Hod/Netzach are Material, Gebura/Chesed are Astral, Binah/Chokmah are Mental.
2. On a common sense level, the Material, being the corrupt or "fallen" world, is the one which would REQUIRE the dynamics of evolution to improve.
Power doesn't exist in the Material until its built, unlike something like Truth, which is inherent and perfect from the start.

Many people have instinctual "senses of Good" due to our connection to The Absolute, and so if we look at the world and the dynamics of Evolution, we can understand the world (or the Wheel of Fortune) as a machine for teleologically producing Good.

Evolution isn't random BECAUSE it is nature leading us (teleologically) to Good. (I watched a Sabine video about Teleology, btw)
For bio evolution, that's just the "Good" of Power, but as we become more subtle, so does our further refinement.
