There is something really weird going on with phones in this series. Memoryheads were the only amalgamates in Undertale that don't clearly resemble any known monster, but they look like they're attached to a corded phone, make dial-up noises, and can't be spared until you use Frisk's phone. People have been asking "what the hell are these things?" since Undertale came out, and often try to identify faces of UT or DR characters in the mush, but whatever they are, the phone motifs seem like a much bigger clue.
