My schizo theory is that "Axel" is the missing assistant Alex mentioned in Victor's journals, who defected and took the Pyrebros by force before suddenly turning them against the PGRU as described in Saya's journals.
He presents as a delinquent youth, maybe some upstart pulled from a settlement and could've just been bored or had some moral misgivings about Victor's experiments.
