Duh, just make them to take tests and get licenses for that!
Seriously though yes, why not? Especially if you have some kind of poketranslators or smth. Just make them several tiers where they gain more rigths and more duties, like wild mons, then trainer-owned mons(like small children), affiliated with trainer mons(like 14-18 children with some additional rigths with trainer still responsible for them) and independant citizen mons. That way all lazy mons would just chill while ambitious ones would rise to the top. At least that's what I would've prefered.
