There's no culture clash within the city-states. There's unrest in the outskirts of civilization, but they aren't a part of the culture proper of any city-state.
Duskwrights within Gridania are assimilated, but still are tormented by racists because of what those who refuse to assimilate do within the Shroud. Again, there's no Gelmorran influence within Gridania outside of the icon of the Twin Adder.

Also the wide shots of the Turali proves my initial point. They're diluted, as seen in the poncho wearers, but you also see those who wear traditional garb like the pelu pelu in their little duck hats, the mamool ja in their leather straps, the hanu hanu in their tie off robes, etc.
However you see the same in Eorzea.
For example, the turbans with either silks and cottons on the rich or linen rags on the poor in Ul'dah, the straps on the Ala'Mhigans, the green and yellow robes of the Gridanians etc.
Cultures are so starkly different that you can identify where anyone in Eorzea is from at a glance.
