I still can't believe it's the second of three alliance raids and the story hasn't even thought of Iroha. They were shockingly light on using a bunch of characters from XI, mostly just antagonists. Like, one that's just a friend. Maybe he was always a little less extreme on the plan than the others and now that the Unsundered are dead and Zodiark is destroyed he has no reason to oppose us. So now he can serve as a mentor to explain things about the Echo and Azem and can be used to further explore inter-shard travel (without instantly solving it no problem because that robs Y'shtola of her whole character motivation), to explore Azem's past lives, and to delve into ancient lore about Allag and stuff like that. A friendly Ascian would be a novel experience and would make logical sense because their plan is just COMPLETELY over. There's literally no way for them to win, now, so they wouldn't have reason to fight.

Yeah her death has served to help Urianger's character design although it's pretty weak when your character concept is just pic related. The city-states were not exclusively monocultural. Uld'ah has a lot of issues with its clashing cultures, Limsa Lominsa is all about several cultures smashing together after the pirates hung up their raiding flags, and Gridania is defined by the racist clash between its mixed cultures. It's also not a fair comparison because it's several city-states across an area of land that's smaller than Tural.

Eorzea was already supposed to be the cultural melting pot of the setting and it did it much better than Tural because it had the conflict, drama, and strife you would expect from such a clash. One of the defining traits of Eorzea was the different clans of the playable races coming into conflict with each other and the beastmen because there were so many disparate cultures vying for supremacy, territory, and to keep their beliefs alive (including wiping out some previous cultures like the Gelmorrans, the Sil'dihns, the Mhachi, the Amdapor, and the Nymians). It comes across as hackneyed that the writers plainly forgot about that in their attempt to sell Tural as a diverse, multicultural haven. It comes across as artificial and cheapens what Eorzea is supposed to be for the setting.

EW made it so raising the stakes isn't really an option anymore until the big final FINAL expansion. You can still make a story work fine with lower stakes, you just now have the writing burden that the player character is essentially a demigod among mortals. What you're basically describing is that the multiculturalism is believable because the dominant culture in each case is trying to deliberately stamp out the smaller culture. Or, more charitably, the smaller culture is assimilating to the dominant culture. The Duskwight have lost their homeland so they're forced to be second-class citizens to the Wildwood and kind of obey their culture. The Ala Mhigan refugees are caught in the typical refugee issue of battering their own culture against their host cultures. Limsa Lominsa has multiple different types of beastmen (including the Mamool Ja) running around through its streets and has the very normal, industrious Plainsfolk just kind of chilling alongside pirates of disparate cultures and nationalities trying to adopt their agriculture.

The city-states are very diverse but part of the point is that there's many of them in a small area because they're so disparate. The cultures in Tural really don't have a ton that distinguishes them meaningfully and Tulliyolal is essentially no more diverse than any given Eorzean city-state. Every single time there's a wide shot of a crowd they're all wearing their Official Tulliyolal Diversity Poncho. Usually in the exact same motehrfucking color. It's the most monocultural of them because there is no conflict and clash of the separate cultures because they're all so shallow.

There's no culture clash within the city-states. There's unrest in the outskirts of civilization, but they aren't a part of the culture proper of any city-state.
Duskwrights within Gridania are assimilated, but still are tormented by racists because of what those who refuse to assimilate do within the Shroud. Again, there's no Gelmorran influence within Gridania outside of the icon of the Twin Adder.

Also the wide shots of the Turali proves my initial point. They're diluted, as seen in the poncho wearers, but you also see those who wear traditional garb like the pelu pelu in their little duck hats, the mamool ja in their leather straps, the hanu hanu in their tie off robes, etc.
However you see the same in Eorzea.
For example, the turbans with either silks and cottons on the rich or linen rags on the poor in Ul'dah, the straps on the Ala'Mhigans, the green and yellow robes of the Gridanians etc.
Cultures are so starkly different that you can identify where anyone in Eorzea is from at a glance.

ARR can do both great worldbuilding and terrible storytelling in the MSQ. It also had the best doh/dol quests in the game (Though some were shared with HW era ones). It's not mutually exclusive, and in fact one problem that can happen is people who can think of great world-details but can't really deliver on the story.

That said, I'd only show animus to ARR for the MSQ. The MSQ was generally (generally. Accept that I am saying exceptions exist) bad, but it has some right to defend itself because it was attempting to fix a calamitous situation. Just MSQ and no patches and ARR is quite bad. Just ARR 2.0 and it's flawed but has potential to grow. All of ARR from 2.0 to 2.55 and it's doing quite good aside of the 2.0 MSQ. Conversely just SHB MSQ and it's amazing, but bring in the side stuff and it suffers, while END goes apocalyptic if we count the patches.
