Plate IV would be Flak (SP 15) or expensive Metalgear ™ (SP 18 but x10 the cost but it's what MAXTAX uses). These armors have a -4 on Dexterity (melee attacks and dodging), Reflex (driving, guns) and Movement but those SP's are nothing to sneeze at. A rifle/shotgun round would beat Flak's SP 15 (by rolling a 16) 70% of the time, but would only beat Metalgear's SP 18 40% of the time and if your armor doesn't get broken you just ignore the attack. Very heavy handgun rounds only have a 10% chance of breaking armor barely, and heavy handguns physically cannot (but if they did roll a crit you'd still get the 5 damage and crit injury). Of course note that even if the gun beats the armor the damage is greatly reduced, so even though armor can degrade quickly (especially with bullshit like acid paintballs) it exponentially improves your wellbeing.

The next category down would be Heavy Armorjack at SP 13 (just ignore Medium Armorjack, if you want SP12 just tech-upgrade Light Armorjack to 12, MAJ is a joke). Regretfully the rifle/shotgun round beats SP 13 (by rolling 14) 85% of the time. But a very heavy handgun (think a big revolver) only beats HAJ 56% of the time (so roughly a coin flip that the attack wiffs) and a heavy handgun (which can be used twice per turn, the rest of these guns are usually once/turn) only beats HAJ 16% of the time. HAJ is a medium armor, so imposes -2 on your Dex, Reflex, and Movement.

Then we have Light Armorjack which is only SP11 (but if you have a tech they can improve this to SP12 with just a day of work, 100eb and basic tech DV17), and is not great. Those rifle/shotgun rounds beat it 94% of the time, the very heavy pistol rounds beat it 76% of the time and heavy handgun rounds do struggle at 37% of the time (but NPC's don't really use RoF2 weapons). But LAJ doesn't reduce your stats, so if you have Reflex 8 you can dodge as a first line of defense. Very Dark Souls.
