It really sounds like you just want to make a keyboard bar the PCB. If you are going to go that far into the build process you are better off stretching a little bit to the extra mile of hand wiring. Easy to do too and if you wire wrap key terminals instead of soldering and you can remove and rewrap the switches in a matter of seconds if you need to replace or repair a switch while still having a secure connection. Getting a custom plate done is easy too as it has been automated on the site keyboard layout editor which you design a layout in a simple GUI, export it as a file and then go to keyboard cad assistant to turn it into a pre-measured, calibrated dxf file so all you need to do is send that file to a file drop-in instant quote laser cutting site that will cut the plate cheaply (I don't know about the US, but in europe you can easily get a custom plate for below 50). Then all you need is an arduino and flash it with QMK and the layout of your choice. If you are copying a pre-existing layout it can be as simple as copying and pasting the code.
