I'd probably use some combo of 'ball bondage', 'ribbon bondage', and some of the aforementioned ballbusting tags?
Those gens look pretty fried/incoherent, so I don't have too much more advice.
'Testicle cuff' and 'ball ring' both can put things in that sort of position, but would probably need to be inpainted down to be more ribbony/latexy
